Health and Disability Commissioner

The Health and Disability Commissioner (HDC) is an independent agency set up to:

  • promote and protect the rights of consumers who use health and disability services
  • help resolve problems between consumers and providers of health and disability services


The main role of the Health and Disability Commissioner is to ensure that The Code of Rights which establishes the rights of consumers, and the obligations and duties of providers to comply with the Code is upheld. This includes making sure complaints about health or disability services providers are taken care of fairly and efficiently.
