Notes

Dr Neff is not currently practising in their vocational scope of Anaesthesia. Dr Neff is required to participate in the Inpractice recertification programme for doctors registered in the general scope of practice administered by bpacNZ.

Conditions on scope of practice under Section 101(1)(c) of the Health Practitioners Competence Assurance Act 2003 effective from 23 July 2026:
a. For a period of three years, Dr Neff is required to advise all current and future employers, partners, shareholders in a company conducting medical practice, and any other person within his workplace with whom he works as a professional colleague, of the Health Practitioners Disciplinary Tribunal's decision and the conditions imposed on his practice.
b. For a period of two years, Dr Neff will only work in employment approved by Te Kaunihera Rata o Aotearoa | Medical Council of New Zealand (the Council). Any approval from the Council will consider up-to-date information on Dr Neff's health and the recommendation of its Te Rōpū Hauora | Health Committee (the Committee).
c. For a period of two years, Dr Neff is prohibited from any employment or engagement as a sole charge medical practitioner where he has unsupervised access to any controlled drug or prescription medication of potential abuse/misuse.
d. For a period of three years, Dr Neff is to remain under the supervision and monitoring of the Committee and is to comply, at his own cost, with all recommendations and requirements of, and any agreements with, the Committee, including any requirement to provide proof of compliance.
